GIS is a powerful and mature technology that has the potential to enhance the development of the State of Indiana economically, environmentally, socially, and improve public safety and quality of life.
Coordinating and sharing of data between agencies and jurisdictions is critical for effective GIS applications and to eliminate duplication of effort.
In order to provide effective coordination, consistent funding and requisite authority is required. Our view is that a structure including the following principles be adopted:
- There should be a high level GIS Advisory Board chaired by the Lieutenant Government to provide policy for statewide GIS Coordination.
- There should be a state office charged with the GIS development and coordination. It should have the responsibility and capability to work with the federal government and with local jurisdictions, and should enhance current state coordination efforts.
- Many parts of an Indiana coordinated GIS program might best be provided by agencies outside state government. Current capacity exists in Indiana's state universities, private contactors, and non-profit organizations.
